(1) The commission may, in its discretion and upon a proper application that includes a specific definition of the authority sought, and without hearings or other proceedings, grant temporary authority for service by a motor carrier by motor vehicle. The commission may grant temporary authority unless a safety or fitness-related issue exists. The temporary authority, unless suspended or revoked for good cause, shall be valid for not more than 60 days after the date of issuance.
