Officers and employees of the transit commission exercising functions and performing service in respect to subject or matters, jurisdiction of which was transferred to the board of transportation, shall be eligible for transfer and appointment without examination to offices and positions in the office of the board of transportation; and, so far as necessity for such service exists, shall be so transferred and appointed.
