Whenever any check issued in payment of any fee or for any other purpose is returned to the department or a municipality as uncollectible, the department or municipality shall charge a fee of $38 for each driver's license, registration, replacement of tags, transfer of registration, certificate of title, whether original or duplicate, special hauling permit and each other unit of issue...
