Whenever any dwelling-house, tenement-house, two-family dwelling-house, or rooming-house, or any part thereof, for any reason whatsoever, is unfit for human habitation or is dangerous to life and health, or is being maintained and occupied contrary to the laws and ordinances governing such buildings in cities of the first class or the provisions of this act, or is dangerous to life and health, the Chief of the Division of Housing and Sanitation shall issue an order to all persons therein requiring them to vacate such building, or part thereof, within not less than one or more than thirty days after service of such notice; the reason therefor to be mentioned in such order, a copy of which shall be served at the same time upon the last registered owner of such property, by leaving the same at the last known residence or address of such owner, or, if such address is not known, by posting the same in ...
