Every such corporation shall be a common carrier and its pipe lines subject to public use. All persons desiring to transport products shall have the right on equal terms to transportation in the order of application, on complying with the reasonable regulations and charges of such corporation. No application for transportation shall be valid beyond the quantity of products that the applicant shall then own and have ready for delivery.
