A proposition may be submitted at a village election to authorize any incorporated village of the state of New York to contract with the city of New York to take and receive from any of the reservoirs, aqueducts, conduits, streams or pipes of the city of New York, including any water supply, reservoir, works, et cetera, for the supply of any public institution of said city, a supply of water for the uses and purposes of the said village, on such terms, conditions and stipulations as such village and city may deem necessary and to that end such village is authorized and empowered to lay the necessary mains and pipes to the source of supply, valves, hydrants, supply pipes, and other necessary appurtenances for the use of said water, including its purification, without the consent of any board, officer, bureau, or department of the state, or any subdivision thereof, and to issue its bonds to pay therefor.
