Yancey          Executive Director          Mississippi Department of Wildlife Conservation          Post Office Box 451          Jackson, Mississippi 39209          Extending quail season § 49-7-31(a) and -77           Dear Mr. Yancey:          Attorney General Allain has received your opinion request dated Jnauary 30, 1980 and has assigned it to me for research and reply, your letter of request stating:
“During the last several days numerous persons have requested that the Department of Wildlife Conservation extend the quail season through February 28, 1980. You will note that the statute determines quail season to run from Thanksgiving Day through February 28 next following, not to exceed ninety days. Beginning on Thanksgiving Day the ninety day period ends on February 19, 1980. “The Commission will be addressing this problem at its next meeting on February 6. I would be grateful if you would render an opinion – a verbal one would be sufficient– relative to whether or not the Commission is legally prohibited from extending the current quail season through February 28, 1980.”
         Section 49-7-31(a), Mississippi Code of 1972, as amended, states:
“The open season for game birds and game animals shall be as follows: (a) On quail or bob white: The season shall open on Thanksgiving Day and run through February 28 next following, not to exceed
